WhatsApp will only show you a double-blue check mark when they read your message, either by opening your chat or by marking the message as read from the notification panel.
Messaging to a Person for the First Time

You Are Blocked

To confirm this, just check if you can see their status, online status, last seen status, and other things. If not, and another person is seeing one of them, then you are blocked. Also, if both of you are not able to see any privacy, then just message the person at the same time from both accounts and check the status. If the other person is seeing a double check mark and you are only seeing a single check mark, then you are blocked for sure.
Update the WhatsApp App
