Google recently published the Android 13 Security Release Notes. And it shows the security patch of 2022-09-01.

So as per the security patch level Android 13 will release in early September. It will be available for eligible Pixel phones at first.

For Non-Pixel phones, the Android 13 release depends on OEMs. Most OEMs are expected to release the update in October or November.

At first it will be available for flagship phones. And for old and entry level phones, it may even take a year to get Android 13.

So if you have a Non-Pixel phone you may have to wait longer depending on budget, region, model and its age.
