Install Google TV (formerly Google Play Movies & TV) app on your smartphone. Open the app if installed, then tap TV Remote option. Now tap on your TV name.
You can check your TV name by tapping on your profile photo in top right corner. You'll see the pairing code on your TV screen in a popup window.

Enter the pairing code on your smartphone, then tap on Pair button. Once paired, you can control your Android TV / Google TV from your phone.
