You can take notes from any app or page on your iPad. Let's say you're browsing on Safari and you've found something worth noting.

Taking a Quick Note
Swipe up from the bottom right corner, you can also use Pencil for swipe up gesture. Now you can write or attach any link / tags / contacts that you want.

Accessing the Quick Note
Tap Done to close it or tap the square icons to open Notes. Now if the note contains a link then it will automatically appear when you are in that link.

And that's all, you can take quick notes on your iPad anytime from any app and access your notes directly from that app.
