Yes mostly the One UI 5.1 for Galaxy phones is available in European countries but soon it will roll out to more regions.

Currently, it is in a rolling phase and will be available to everyone in the coming days. You can navigate to Settings > Software Upgrade > Download and Install to check the new software.
